Universal v Unconditional

A truly *Universal* Basic Income would be paid to every human being. Universal removes 'the who' question because the answer is everyone. In reality, because of getting agreement and affordability, it would need to be paid to people in given community, province or country. It wouldn't be a 'citizens income' because leaving the community would disqualify you. There would also be a qualification requirement for new people coming in. For this reason, I am combining thinking of what kind of community I would like to be a part of - and how to grow that - with how to create a Community Wealth Fund model to pay 150 Universal Basic Incomes. What is a community? What are our reasonable expectations of each other? What are our responsibilities to each other? What are our personal agreements?
